Reference of Bills

Once the original Bill is referred to the State or States, the purpose of the proviso is served and no fresh reference is required every time an amendment to the Bill is moved and accepted according to the rules of procedure in Parliament. Parliament is not bound to accept or act upon the views of the State Legislature, even if those views are received in time;
